The Duquesne City School District will have an on-site superintendent for the first time since 2006 with the appointment of Paul J. Rach, retired superintendent of the Bentworth and Yough school districts, as the superintendent of record in Duquesne.
The announcement was made at the Tuesday meeting of the state board of control.
Dr. Rach, of Monongahela, is expected to start Sept. 1 and be in the district three days per week each week of the school year, said Linda Hippert, executive director of the Allegheny Intermediate Unit.
The district has not had an on-site superintendent since Jacqueline Webb lost her job in August 2006 during a transition that put the Pittsburgh Public Schools in charge of the Duquesne district.
The arrangement lasted one year, and during that time Pittsburgh Superintendent Mark Roosevelt served as the superintendent of record in Duquesne.
In 2007, the Allegheny Intermediate Unit took over management of the district and its then-executive director Donna Durno served as the superintendent of record for Duquesne.
Dr. Durno retired in March 2009, and in May 2009, Cheryl Fogarty, director of educational services for the AIU, was appointed superintendent of record for Duquesne.
In June, Dr. Fogarty resigned as Duquesne superintendent when she resigned from the AIU to become director of The Day School at the Children's Institute of Pittsburgh. Dr. Hippert has served as Duquesne's superintendent of record since then.
But Dr. Hippert said during recent discussions among officials from the district, the AIU, the board of control and the state Education Department, a decision was made that the district needed an on-site superintendent to deal with its operations.
"It's fairer to the school. It [requires] more time than someone who already has another full-time job can give," Dr. Hippert said.
She said the AIU would pay Dr. Rach $1,500 per week for each week of the school year.
According to a resume of Dr. Rach released by the AIU, he was superintendent of Yough School District from 1996 to 2003 and of Bentworth School District from March 2005 to July 2006.
In between his superintendencies, he served as a substitute administrative assistant in the Ringgold School District and a consultant to the Mon Valley Education Consortium.
He holds a bachelor's and a master's degree from California University of Pennsylvania and a doctorate in education administration from West Virginia University.
